HEB Construction is a leading civil construction company and part of VINCI Construction. We deliver complex infrastructure projects across New Zealand, including bridges, wharves, piling, precast concrete structures and associated civil works.
About the project
 
The Ōtaki to North Levin project focuses on upgrading the transport link along State Highway 1 (SH1) between Ōtaki and North Levin to improve road safety, reduce congestion, enhance travel efficiency, and support regional economic growth.
In partnership with NZ Transport Agency Waka Kotahi, Muaūpoko Tribal Authority, local hapū of Ngāti Raukawa ki te Tonga, and the Horowhenua District Council, this project will be executed through a two-alliance approach. Each alliance will be responsible for delivering a section of the road and associated works, ensuring a collaborative and comprehensive delivery.
 
This exciting new four-lane 24.8km highway project will dramatically improve safety and resilience, providing better access to walking and cycling facilities for those moving around or through the Horowhenua and Kāpiti districts. The project includes multiple large complex bridge structures plus a full interchange at Taraua Road, a half interchange north at Taylors Road, two roundabouts and approximately 4m m3 of complex earthworks ,significant drainage infrastructure and a structural asphalt concrete pavement.
 
The Role
 
Reporting to the Project Manager, you will provide technical and operational support across bridge and structural construction projects. The role involves on‑site engineering support, coordination of subcontractors, quality assurance, safety leadership and assistance with programme and cost management. You will also support methodology development and setting‑out activities while working closely with site management teams to ensure works are delivered safely, efficiently and to specification.

Key Responsibilities
Provide engineering support on bridge construction projects, including piling, substructures and superstructures
Assist with construction methodologies, temporary works coordination and sequencing
Support health and safety planning, safe work methodologies and on‑site compliance
Assist with procurement, subcontractor coordination and cost tracking
Manage quality assurance processes, inspections, testing and documentation
Carry out site set‑out and verification using construction drawings and site datums
Assist with programme updates, variations and extension of time claims
Support environmental compliance and best‑practice site control&lt;br /&gt;&lt;br /&gt;
About You
You are a motivated Senior Site or Project Engineer with hands‑on experience delivering bridge or major structural works. You enjoy working on site, are detail‑focused and thrive in a team‑based construction environment.
What you will bring:
Engineering qualification or Bachelor’s degree
Experience working as a Senior Site Engineer on bridge and structural construction projects for at least 5 years
Strong understanding of construction methodologies and site processes
Ability to manage safety, quality, programme and cost elements on site
Excellent communication skills and a proactive, solutions‑focused approach

The Opportunity
As a Senior Project Engineer, based in Invercargill, you will provide technical leadership and project delivery expertise across a range of civil infrastructure projects. Working closely with Project Managers, Site Managers, clients, and subcontractors, you'll be responsible for ensuring works are delivered safely, efficiently, on schedule, and within budget.
You'll be a key contributor to project planning, construction methodology, stakeholder management, and the development of project teams.
Key Responsibilities
Lead and coordinate engineering activities across project delivery teams
Develop and manage construction methodologies, work packs, and temporary works requirements
Monitor project progress, costs, productivity, and programme performance
Manage subcontractors and suppliers to achieve project objectives
Identify and mitigate technical, commercial, and operational risks
Ensure compliance with contractual, quality, environmental, and safety requirements
Support project planning, procurement, and resource allocation activities
Mentor and develop Project Engineers, Site Engineers, and graduate team members
Build and maintain strong relationships with clients, consultants, and key stakeholders&lt;br /&gt;&lt;br /&gt;
What We're Looking For

Essential Experience
Minimum 8+ years' experience delivering civil infrastructure projects
Proven experience in heavy civil construction including earthworks, roads
Strong experience delivering Three Waters projects, including water, wastewater, and stormwater infrastructure
Demonstrated success managing project programmes, budgets, subcontractors, and technical delivery
Strong understanding of construction contracts and risk management
Excellent stakeholder engagement and communication skills
Qualifications
Degree qualification in Civil Engineering or a related discipline

Rattaché(e) au Chef d’Agence, vos missions seront :

En phase préliminaire :
Prendre connaissance du dossier d'appel d'offres,
Effectuer le chiffrage prévisionnel et la fiche de synthèse du projet,
Statuer sur la faisabilité de la réalisation de l'étude.

En phase d'appel d'offres :
Analyser les dossiers d'appel d'offres (pièces écrites et plans) en prenant en compte le contexte (géographique, administratif, politique et fiscal) dans lequel s'inscrit le projet,
Consulte les fournisseurs et les sous-traitants en leur transmettant un dossier de consultation correspondant aux exigences contractuelles et à leurs prestations,
Organiser la visite de chantier,
Rédiger les questions techniques, juridiques et d'assurance destinées aux services concernés,
Etablir le planning de l'étude en respectant les délais impartis, définir les moyens et les phases de réalisation du projet,
Estime les ressources nécessaires (encadrement, main d’œuvre, matériel) à la réalisation du projet
Elaborer des offres administratives, techniques et financières,
Réaliser l'étude de prix (cadences, ressources, moyens) y compris la consolidation des prix des fournisseurs et des sous-traitants en intégrant des solutions variantes; si autorisées,
Rédiger une offre adaptée et les mémoires techniques du projet,
Préparer les dossiers de bouclage, comité des risques si nécessaire et participer aux réunions correspondantes,
Consulter les fournisseurs, contacter les co-traitants et les sous-traitants éventuels et participer aux négociations,
Assurer le suivi ponctuel du projet si demandé.&lt;br /&gt;&lt;br /&gt;
De formation Ingénieur(e) en Travaux Publics ou équivalent, vous disposez de bonnes connaissances techniques, de chiffrage et de planification de chantier.
Vous disposez également d’une bonne connaissance des aspects contractuels des marchés et de l’utilisation du matériel.
Vous bénéficiez d'une expérience du terrain réussie d'au moins 5 ans sur différents projets routiers ou GC.

Vous connaissez l’Afrique pour y avoir travaillé et particulièrement l’Afrique de l’Ouest.

Vous jouerez un rôle de point de contact privilégié en Nouvelle-Zélande pour faciliter l'intégration entre les équipes locales et les équipes VINCI Construction SI :
 
 - Contribuer à la coordination opérationnelle locale du programme d'intégration IT
-  Assurer le suivi des actions, priorités et risques locaux en lien avec les équipes centrales
-  Identifier les points d'attention et accompagner leur remontée vers les instances de pilotage
-  Préparer et consolider les éléments de reporting du programme
