About the Auckland System Management (ASM) Alliance 
The ASM is an alliance between HEB Construction, Fulton Hogan and Waka Kotahi NZ Transport Agency to operate and maintain Auckland's motorway network. We have a unique opportunity to make your mark on a large-scale road maintenance contract, leading the strategic management of the Auckland Harbour Bridge, one of New Zealand’s most iconic structures and critical transport assets. As Auckland Harbour Bridge Lead, you will provide senior strategic leadership, governance and accountability for the stewardship, performance, investment, maintenance, renewals and resilience of the Auckland Harbour Bridge. You will ensure the bridge continues to deliver safe, reliable and resilient outcomes for our customers and client.
Working on our Alliance Leadership Team, you will bring together asset management, delivery, safety, commercial, risk, and stakeholder priorities to achieve exceptional outcomes. You will be a strategic and highly influential leader, with proven success leading multidisciplinary teams, delivering complex infrastructure outcomes, and building trusted relationships. You will also have the following skills and experience: 
Degree qualification in engineering (Hons), infrastructure management, asset management, project management or a related discipline, or equivalent senior-level experience. 
Minimum 15 years’ experience in major infrastructure, asset management, programme delivery or critical asset leadership environments, including experience operating at senior leadership, executive governance or client-facing decision-making level. 
Significant experience managing critical transport or infrastructure assets, including investment, risk and resilience considerations. 
Senior oversight of AHB financial performance, investment planning, budget alignment and commercial decision-making, including robust funding submissions, investment proposals and programme recommendations. 
Proven experience leading strategic and operational risk management, resilience planning, contingency arrangements and emergency response planning for critical infrastructure assets. 
Strong commercial acumen, governance capability, and experience preparing executive reports, business cases and investment recommendations. 
Excellent communication, negotiation, judgement and decision-making skills in complex, high-consequence environments, with proven ability to build trusted relationships across clients, Alliance partners, technical advisers, contractors, suppliers and public-sector stakeholders. 
Chartered Professional Engineer (CPEng) or equivalent professional accreditation desirable.

The Project
The Waikare Gorge Realignment project includes moving 4km of road (realignment) and a new bridge across the Waikare Gorge on State Highway 2 (SH2) at Pūtōrino north of Napier. The 4km realignment and new gorge bridge will make the highway safer and more resilient, offer better access for freight and communities and help avoid future emergency and recovery works in the gorge.
The Opportunity
As Survey Manager, you will lead spatial control, set‑out, monitoring, data governance and as‑built deliverables across the project. You’ll manage strategy, systems, and people, driving accuracy, consistency and safe delivery across the project lifecycle. You will work closely with Construction, Design, Temporary Works, Digital Engineering and Quality teams to ensure right‑first‑time execution, ensuring survey works are completed to a high standard.
What You’ll Be Doing
Setting survey strategy and managing control networks, calibration and QA processes.
Overseeing set‑out, verification and monitoring across all stages of works.
Leading delivery of accurate, timely as‑builts and conformance documentation.
Coaching and directing a team of surveyors, and technicians.
Managing instruments, software, scanning/UAV capture and specialist bathymetric survey providers.i
Ensuring survey operations meet safety, environmental and quality expectations.
Working tightly with construction teams to achieve programme milestones and technical accuracy.&lt;br /&gt;&lt;br /&gt;
What You’ll Bring
Degree or diploma in Surveying or Civil Engineering.
10+ years’ construction surveying experience with at least 5 years leading survey teams on large infrastructure projects – with complex bridge experience highly beneficial.
Proficiency with GNSS/RTK, robotic total stations, digital levelling and control network adjustments.
Strong experience with 12d/Civil 3D/OpenRoads, Trimble/Leica or other similar workflows and digital data management.
Capability in scanning/UAV as‑built capture and QA processes.
Ability to work across disciplines with designers, engineers, commercial and construction teams.
Strong leadership, communication and problem‑solving skills.

VOS MISSIONS ET VOS CHALLENGES 
 
Rattaché(e) à l’équipe Coordination de la DSI (10 personnes), managée par Pierre d’AGOSTINO, cette organisation permettra à la fois de s’affranchir d’une partie du décalage horaire, mais surtout d’assurer un suivi fort de proximité de ce projet clef. 
 
Intégré(e) à l’équipe projet IT, vous interviendrez comme relais opérationnel local entre :

Vos missions principales : 
Vous jouerez un rôle de point de contact privilégié en Nouvelle-Zélande pour faciliter l'intégration entre les équipes locales et les équipes VINCI Construction SI :
 
- Contribuer à la coordination opérationnelle locale du programme d'intégration IT
-  Assurer le suivi des actions, priorités et risques locaux en lien avec les équipes centrales
-  Identifier les points d'attention et accompagner leur remontée vers les instances de pilotage
-  Préparer et consolider les éléments de reporting du programme
-  Faciliter la collaboration entre les équipes locales et les équipes VINCI Construction SI
-Participer aux instances projet (réunions, ateliers, comités)&lt;br /&gt;&lt;br /&gt;
- De formation Bac +5 (école de commerce, école d’ingénieur, université) vous justifiez d’au moins de 2 ans d’expérience dans le domaine SI

About the project
 
The Ōtaki to North Levin project focuses on upgrading the transport link along State Highway 1 (SH1) between Ōtaki and North Levin to improve road safety, reduce congestion, enhance travel efficiency, and support regional economic growth.
In partnership with NZ Transport Agency Waka Kotahi, Muaūpoko Tribal Authority, local hapū of Ngāti Raukawa ki te Tonga, and the Horowhenua District Council, this project will be executed through a two-alliance approach. Each alliance will be responsible for delivering a section of the road and associated works, ensuring a collaborative and comprehensive delivery.
 
This exciting new four-lane 24.8km highway project will dramatically improve safety and resilience, providing better access to walking and cycling facilities for those moving around or through the Horowhenua and Kāpiti districts. The project includes multiple large complex bridge structures plus a full interchange at Taraua Road, a half interchange north at Taylors Road, two roundabouts and approximately 4m m3 of complex earthworks ,significant drainage infrastructure and a structural asphalt concrete pavement.
 
The Role
 
Reporting to the Project Manager, you will provide technical and operational support across bridge and structural construction projects. The role involves on‑site engineering support, coordination of subcontractors, quality assurance, safety leadership and assistance with programme and cost management. You will also support methodology development and setting‑out activities while working closely with site management teams to ensure works are delivered safely, efficiently and to specification.

Key Responsibilities
Provide engineering support on bridge construction projects, including piling, substructures and superstructures
Assist with construction methodologies, temporary works coordination and sequencing
Support health and safety planning, safe work methodologies and on‑site compliance
Assist with procurement, subcontractor coordination and cost tracking
Manage quality assurance processes, inspections, testing and documentation
Carry out site set‑out and verification using construction drawings and site datums
Assist with programme updates, variations and extension of time claims
Support environmental compliance and best‑practice site control&lt;br /&gt;&lt;br /&gt;
About You
You are a motivated Senior Site or Project Engineer with hands‑on experience delivering bridge or major structural works. You enjoy working on site, are detail‑focused and thrive in a team‑based construction environment.

About the O Mahurangi - Penlink Project
HEB Construction is proud to be working with our Alliance partners, Fulton Hogan, Aurecon and Tonkin &amp; Taylor delivering the O Mahurangi (Penlink) project on behalf of NZ Transport Agency (Waka Kotahi), in Auckland.  O Mahurangi will form a vital transport link in the north Auckland as more people live and work in Silverdale, Whangaparāoa and the Hibiscus Coast. The new two-lane road, 5 bridges and shared walking and cycling path will provide improved travel times between Whangaparāoa and wider Auckland.

About the role:
We are looking for a Surveyor with strong experience working across large scale infrastructure projects. In addition you will:
Supervising and mentoring site and project engineers in the use of equipment and best survey and data control practice
As Built and Topographical surveying, CAD processing
Quantity and volume calculations
General Survey/Set-out on the bridge Structure
Placement of Control for Bridge Construction
Extensive monitoring of various bridge elements
Assist with strategies, systems and procedures for the execution of all surveying operations to the required level of accuracy and quality
Setup, manage and work to a program of surveying activities&lt;br /&gt;&lt;br /&gt;
To be successful you'll have:
Surveyor qualification recognised in New Zealand
Structures experience is essential
Minimum 3 years' experience within a survey or civil construction industry
Understanding of survey methodology and civil construction methodology
Familiar with excel, CAD, GPS, Total Station, Precise Levelling, Control Networks
Preferable knowledge of Leica equipment and Autodesk Civil3d
Strong mathematical ability and familiar / competent with electronic devices
A demonstrable commitment to Health &amp; Safety ensuring everyone goes home safe every day&lt;br /&gt;

Excellent commercial judgement with a passion for first‑principles estimating, preferably in CCS.
The ability to collaborate, influence and communicate with clarity.
