As Financial Manager for the Middle East region, you will lead the finance function across a highly diverse and complex business environment encompassing 17 Business Units across 9 countries and three Business Lines (Freyssinet, Sixense, and Nuvia), representing approximately €50M in annual turnover.
This role goes beyond traditional financial management, requiring the ability to navigate multiple regulatory, tax, banking, and compliance environments while ensuring alignment with VINCI Group policies and governance standards. You will serve as a trusted business partner to operational leaders, providing financial insights that drive profitability, cash flow optimization, risk management, and informed decision-making.
The position requires managing a geographically dispersed Finance &amp; Accounting team of 10–12 professionals, coordinating financial operations across multiple entities, currencies, and jurisdictions. In addition, you will play a key role in supporting business transformation initiatives, enhancing financial reporting capabilities, and driving the implementation and adoption of digital tools such as ERP systems, Salesforce, Power Query, Power BI, etc.
The successful candidate will thrive in a fast-paced, multicultural, project-based construction environment, demonstrating the ability to balance strategic financial leadership with strong operational execution and stakeholder management across all levels of the organization.
Key Challenges and Complexities

Financial oversight across 17 Business Units in 9 Middle Eastern countries.
Supporting three distinct Business Lines with varying operational and commercial requirements.
Managing complex project accounting and cash-flow considerations within the construction sector.
Coordinating compliance, taxation, banking, and audit requirements across multiple jurisdictions.
Leading a multicultural and geographically dispersed finance team.
Overseeing contract management, payment terms, guarantees, joint ventures, and collections.
Delivering meaningful business analysis and performance insights to support management decisions.
Driving continuous improvement through digitalization and finance process enhancements.&lt;br /&gt;&lt;br /&gt;
Degree in Accounting or Finance, with a minimum of 15 years’ experience in finance and accounting management, including at least 5 years of significant exposure to international taxation, external audit, transfer pricing, treasury, and international compliance matters
Ability to manage multi-entity, multi-currency, and multi-country financial reporting in an international group environment
Strong command of IFRS, internal controls, audit processes, and group reporting standards
Very good level in Excel, ERP software, PowerQuery and PowerBI
Experience with digital finance transformation, reporting automation
Proven the ability to lead, develop, and coordinate multicultural finance teams across several countries. Strong analytical, organizational, and attention to detail skills.
Experience within the construction or engineering sector would be a strong advantage

Position purpose

Issu d’une formation Bac+5 type ingénieur Génie Civil, vous disposez d’une expérience d’une dizaine d’années en gestion de projets dans le secteur des travaux maritimes en France et/ou export.
Vous avez une appétence pour le commerce et une bonne maitrise des procédures d’appels d’offres. Vous possédez une qualité d’écoute, un sens relationnel, un esprit d’initiatives et d’innovation ainsi qu’une aptitude à diriger.

Ensure the preparation of progress payment statements in accordance with contracts.
Monitor cash position and analyze variances against forecasts.
 
Management Control
Ensure management control and preparation of monthly reporting in coordination with the project management.
Draw up the budget and budget reforecasts, in liaison with the project management.
Determine the amount of earned revenue, in coordination with the Project Director.
 
Human Resources
Manage administrative follow‑up of staff and transmit monthly attendance records to headquarters HR and local HR services.
Be responsible for local payroll.
Ensure compliance with local labor regulations and immigration rules.
 
Legal &amp; Insurance
Manage subcontracting contracts, particularly direct‑payment subcontractors.
Set up performance bonds and ensure their release.
Implement and monitor insurance policies in coordination with headquarters.
Supervise the resolution of disputes and claims in liaison with the Group Legal Department.
 
Purchasing &amp; Logistics
Assist the Project Director with purchasing.
Negotiate major contracts for central or outsourced services (telecommunications, maintenance, supplies).
Set up framework contracts.
Handle importation and customs clearance.
 
Administration
Manage the administrative operations of the subsidiary in coordination with local advisors.
Handle administrative support for seconded staff (vehicle, housing, schooling, etc.).
Manage maintenance work for premises.
Support the Project Director in matters relating to local authorities and third parties.&lt;br /&gt;&lt;br /&gt;

With a Master’s degree (Bac+5) in finance and accounting, you have at least 5 years of experience as an Administrative and Financial Manager, ideally gained within a construction or civil engineering company in an international environment.
You have a strong interest in IT tools and have already worked with systems such as ERP software.
You are also well‑versed in performance bonds and subcontracting contracts in the construction sector.
The position requires operational proficiency in both German and English.
The role demands strong abilities to understand teams and contexts in order to choose the right organizational structures and make sound decisions, as each project is entirely different.

Excellent communication and pedagogical skills are expected when interacting with Project Managers to clearly explain issues and options.
