About the role:
To support the effective planning, coordination, and assurance of training across the GSA project by working closely with operational teams, HR, and delivery partners. The Training Advisor will provide hands-on advisory support to ensure training requirements are clearly understood, appropriately planned, and delivered in line with project, statutory, and contractual standards, contributing to a competent and compliant workforce.&lt;br /&gt;&lt;br /&gt;
Training Advice &amp; Coordination
Act as a key point of contact for operational teams and partners on training requirements, standards, and processes.
Translate project and role-specific competence requirements into clear training plans and actions.
Support the coordination and scheduling of training to align with mobilisation plans and construction programmes.
Liaise with approved external training providers to arrange courses and confirm suitability against project standards.
Compliance, Competence &amp; Assurance
Support the monitoring of training compliance, qualifications, and certification requirements across the workforce.
Identify gaps, risks, or upcoming expiries and proactively engage stakeholders to resolve issues.
Assist with audit readiness by ensuring training evidence is accurate, current, and traceable.
Escalate compliance or competence risks to the Training Manager where required.
Stakeholder Engagement
Work collaboratively with HR, site leadership, and partner organisations to ensure consistent application of training requirements.
Provide clear guidance and advice to managers and supervisors on training and competence matters.
Contribute to regular reporting on training status, risks, and progress.
Continuous Improvement
Support the review and improvement of training processes, guidance, and documentation.
Capture feedback from learners and stakeholders to improve training coordination and effectiveness.
General
Undertake any other reasonable duties commensurate with the role.

KEY TASKS AND RESPONSIBILITIES
Safety Management
Prepare and submit Notice of Project; participate in hazard and First Aid assessments with the Safety Department.

KEY TASKS AND RESPONSIBILITIES
Job Site Operation
Ensure work order and all necessary information is provided prior to commencing work
Review work orders and fully understand the scope of work and timelines
Review project requirements (quantities, cost codes, production rate, drawings …) with Superintendent
Perform or verify project survey/layout as necessary
Monitor material quantities and production rates on a continuous basis
Capable of constructing curb &amp; gutter, sidewalk, CB / MH installation/adjustment, grading operations, cut/fill slopes, excavations, retaining walls, etc.
Reinforce the disciplinary program
Oversight and review minimize costs and optimize efficiency
Coordinate/Schedule Onsite Work
Inform all workers on site of the schedule

The Information Security &amp; Assurance Officer ensures GSA implements all mandatory information and cybersecurity controls required under the client Information Security Management Plan (ISMP), associated security documents and all security governance requirements agreed by parent company representatives. 
 
This includes responsibility for: 
Assurance of GSA systems, including O365, identity, MFA, endpoint controls and office locations
Integration with client SOC monitoring, log availability, incident reporting 
Compliance across onshore and offshore teams
Ensuring flow‑down to downstream subcontractors
IS027001 alignment, implementing an ISMS and leading on incident management to provide a business wide, good cyber security posture.  
Key responsibilities in greater detail:
Governance &amp; Compliance
Implement client ISMP controls across GSA, enforcing SAL, export‑control, classification and data‑handling rules.
Ensure subcontractor security flow‑downs and maintain governance evidence, documentation and audit materials.

O365 Security

BA Blacktop Ltd. is currently seeking a team-oriented, self-motivated and dedicated individual to join our Operations Team as a Grade Foreperson in the Fraser Valley Area.
JOB PURPOSE
The Grade Foreperson is the first in command under the supervision of the Superintendent and oversees the execution of work on the job site.
KEY TASKS AND RESPONSIBILITIES
Job Site Operation
Ensure work order and all necessary information is provided prior to commencing work
Review work orders and fully understand the scope of work and timelines
Review project requirements (quantities, cost codes, production rate, drawings …) with Superintendent
Perform or verify project survey/layout as necessary
Monitor material quantities and production rates on a continuous basis
Capable of constructing curb &amp; gutter, sidewalk, CB / MH installation/adjustment, grading operations, cut/fill slopes, excavations, retaining walls, etc.
Reinforce the disciplinary program
Oversight and review minimize costs and optimize efficiency
Coordinate/Schedule Onsite Work
Inform all workers on site of the schedule
Lead/organize/give specific instructions to the crew on a daily basis, as tasks may vary day to day on a job site. Organize what is needed for the work site, such as trucks, equipment, materials, and sub-contractors (flaggers, surveyors, utility subcontractors,…) quality requirements are met
Supervise all aspects of the daily and weekly operations
Monitor work progress and ensure scheduled deadlines are met
Quality of Work
Ensure quality requirements are met
Address/Correct all deficiencies as early as possible. Communicate all deficiencies with Superintendent
Report deficiencies through the NCR process
Training and Development
Monitor, train and develop crew members
Ensure new/young workers are trained prior to complete the New Worker Program
Equipment Management
Provide all necessary material/equipment to operators to perform daily equipment maintenance
Ensure equipment operators perform daily maintenance, fueling, greasing, fluid level checks, and overall condition checks of equipment on a daily basis
Ensure operators complete detailed DFERS on a daily basis/Ensure vehicle drivers complete detailed Pre-trips on a daily basis
Communicate equipment issues and breakdowns with the equipment department
Reporting and Record Keeping
Complete Daily Quantity Reports and Extra Work Orders on a daily basis
Prepare and submit accurate Papyrus timesheets on a daily basis
Keep daily notes of work site activities, conversations, issues, and specific instructions in a diary
Site Safety
Maintain safety and liability awareness at all times.
Lead daily work plans with crews
Conduct detailed monthly site safety inspections.
Ensure all crew members wear and maintain PPE as required
Follow safety procedures per company OH&amp;S manual and WorkSafeBC Regulations&lt;br /&gt;&lt;br /&gt;
QUALIFICATIONS
Essential Qualifications
Heavy a strong and growing knowledge of utilities/construction activities and processes
Have a strong and growing knowledge of specifications (MoTI, MMCD, local government specifications)
Ability to read and interpret site plans/blueprints and look up specifications from MoTI / MMCD
Ability to organize all field aspects needed on-site to begin and complete a job
Possess general computer skills
Ability to measure and calculate length, surface, volumes, and quantities
Ability to perform field project layout from drawings and cut sheets
Ability to use a laser level, calculate elevations, and layout elevations
Have a working knowledge of all the equipment on site

BA Blacktop Ltd. is currently looking for a team-oriented, hands-on, and experienced Paving Foreperson to join our crew in the Fraser Valley.
JOB PURPOSE
The Paving Foreperson is the first in command under the supervision of the Superintendent and oversees the execution of work on the job site.
KEY TASKS AND RESPONSIBILITIES 
Site Safety
Maintain strong safety and liability awareness
Lead daily work plans and weekly Tailgate Safety meetings
Conduct Red Alert reviews and monthly site safety inspections
Ensure proper use of PPE by all crew members
Identify, report, and address Near Misses and hazards as needed
Report incidents/accidents promptly and participate in investigations
Ensure compliance with OH&amp;S manual and WorkSafeBC regulations
Promote safe work practices, considering risks and liabilities
Keep sites clean and hazard-free
Oversee housekeeping and equipment/vehicle cleanliness and maintenance
Coordinate/Schedule Onsite Work  
Supervise daily and weekly operations
Monitor progress and ensure deadlines are met
Confirm all necessary work order info is available before starting
Review project requirements (quantities, cost codes, production rate, drawings …) with Superintendent
Perform or verify project survey/layout as needed
Monitor application, quantities, and production to optimize yield and plant orders
Reinforce the disciplinary program
Communicate schedules to all on-site workers
Lead and direct crew daily based on site needs
Organize site logistics: trucks, equipment, materials, and subcontractors (flaggers, QC, sweepers, transport…)
Maintain regular communication with plant operator
Deliver work on time, to quality standards
Monitor work to reduce costs and maximize efficiency
Quality of Work
Monitor mix temperature, rolling patterns, and mat surface appearance
Correct deficiencies and report them via NCR process
Provide accurate mix quantities to minimize waste
Training and Development
Monitor, train and develop crew members 
Ensure new/young workers are trained prior to complete the New Worker Program 
Equipment Management  
Provide all necessary material/equipment to operators to perform daily equipment maintenance
Ensure equipment operators perform daily maintenance, fueling, greasing, fluid level checks, and overall condition checks of equipment daily
Ensure operators complete detailed DFERS daily/Ensure vehicle drivers complete detailed Pre-trips daily
Communicate equipment issues and breakdowns with the equipment department
Reporting and Record Keeping
Complete Daily Quantity Reports and Extra Work Orders
Prepare and submit accurate Papyrus timesheets daily
Maintain daily notes of work site activities, issues, and instructions&lt;br /&gt;&lt;br /&gt;
QUALIFICATIONS
Essential Qualifications
Heavy a strong and growing knowledge of paving/construction activities and processes
Have a strong and growing knowledge of specifications (MoTI, MMCD, local government specifications)
Ability to organize all field aspects needed on-site to begin and complete a job
Possess general computer skills
Ability to measure and calculate length, surface, volumes, and quantities
Have a working knowledge of all the equipment on site
Have a strong knowledge of the electronic system
Excellent leadership and communication skills

BA Blacktop is seeking a Quality Control Coordinator to implement the project’s Quality Control Plan and ensure compliance with contract, regulatory, and Ministry standards. Duties include leading inspections and testing, managing non-conformances, and maintaining accurate documentation to support the Quality Manager and Project Director.
KEY TASKS AND RESPONSIBILITIES
Site Safety
Ensure compliance with OH&amp;S manual, Worker’s Compensation Act, Employment Standards Act, and WorkSafeBC regulations
Meet QMP requirements
Assist with Pre-Job Hazard Assessments and Site-Specific Safety Plans with Superintendent &amp; Safety Dept
Contribute to development of job-specific Work Plans
Monitor and identify site hazards with Superintendent, Foreman, and crew
Ensure work considers potential 3rd-party liabilities
Ensure all workers complete Project-Specific Orientation
Monitor site cleanliness, housekeeping, vehicles, and equipment
Participate in incident investigations when required
Actively engage in Daily Work Plans, Site Inspections, and Toolbox Meetings
Quality Management &amp; Implementation
Implement and manage FVSP’s Quality Control Plan across all project activities.
Ensure full compliance with contract quality requirements
Stop work immediately when materials, processes, or submittals are found to be deficient.
Develop detailed inspection and testing plans for each element of work.
Develop and maintain acceptance/non-acceptance reports and QC checklists in accordance with contractual specifications.
Oversight &amp; Coordination
Oversee quality reviews for in-house and subcontracted work to ensure contract compliance
Ensure all site personnel follow the QC Plan and project specifications
Ensure QC checklists are properly completed and signed off by responsible parties.
Coordinate testing and inspection schedules with the superintendent and forepersons
Monitor and verify subcontractors’ testing and inspection procedures.
 Reporting and documentation
 Review, sign, and maintain responsibility for inspection and testing reports.
Provide weekly and monthly summary reports on testing and inspection results.
Maintain a well-organized filing system for quality records to ensure audit readiness and accessibility.
Initiate and manage the non-conformance process when materials or workmanship do not meet specifications.
Coordinate corrective actions in consultation with the Contractor Representative.
 Respond promptly to all Non-Conformance Reports (NCRs) issued by the Ministry Representative.
Liaison &amp; Communication
Communicate with the Ministry Representative on quality-related matters.
 Ensure all required approvals and permits are obtained in a timely manner.
Report any issues affecting the integrity of the Quality Management System to company leadership.
Equipment &amp; Compliance
Verify that all testing equipment is properly maintained and calibrated.
Ensure an auditable trail exists for all survey computations and quality records.&lt;br /&gt;&lt;br /&gt;
QUALIFICATIONS 
Essential Qualifications
Professional designation as a Qualified Professional Engineer (P.Eng.), Certified Engineering Technician (C.E.T.), Applied Science Technologist (A.Sc.T.), or another qualified equivalent credentials acceptable to the Ministry.
Extensive knowledge and a minimum of 3 years of experience in quality management for civil infrastructure or construction projects.
Proven ability to implement and manage QC Plans in compliance with contractual and regulatory standards.
 Proven experience in inspection, testing, and reporting for large-scale infrastructure or road construction projects.
Solid understanding of quality management systems, construction specifications, and testing standards.
Strong ability to interpret technical drawings, specifications, and test data.
Proficient in documentation control, report preparation, and maintaining auditable quality records.
Strong leadership, communication, and coordination skills for working with teams, subcontractors, and Ministry representatives.
 Demonstrated ability to identify and resolve non-conformances promptly.
Desirable Qualifications
Diploma or degree in Civil Engineering, Construction Management, or Applied Science (or equivalent field).
Prior experience with Ministry of Transportation projects or public infrastructure contracts.
Familiarity with ISO 9001 quality management systems or equivalent industry standards.
Experience managing subcontractor quality programs and overseeing third-party inspection/testing services.
Working knowledge of surveying principles, testing methodologies, and equipment calibration requirements.
Highly organized and detail-oriented, with strong analytical and problem-solving skills.
Proactive, decisive, and confident in making quality-related judgments, including halting non-compliant work when necessary.
