Description de la mission

Operating in 14 countries around the world, VINCI Highways is a leading concessions company and provider of road mobility services. Working with local partners, VINCI Highways designs, finances, builds and operates 4,000 km of roads, bridges, tunnels, and mobility services, delivering the highest performance and safety standards, and providing drivers a positive experience. VINCI Highways develops and manages infrastructure projects that drive economic growth and connectivity within communities.

 

VINCI Highways won the BR-040 tolled highway concession in Brazil between Belo Horizonte and Cristalina. The 30-year concession contract includes the expansion, financing, operation and maintenance of the BR-040 highway in Brazil, connecting the cities of Cristalina, in the state of Goiás, and Belo Horizonte, capital of Minas Gerias. The newly created company will have to be staffed with 650 employees before January 31st 2025.

 
We are seeking an experienced Head of HR (F/M) to lead this high-priority project, focusing on mass recruiting and integrating a large workforce in a short timeframe (around 650 employees before January 31st. 2025) while establishing robust HR processes for long-term growth (designing and implementing the local HR strategy to support the company's performance and growth).

 
Reporting : hierarchically to the CEO of the Concession Company and functionally to the HR Business Partner of VINCI Highways.

 
Main responsibilities :


Recruitment and Talent Management

  • Develop and execute recruitment strategies to support the expansion of the workforce in line with business needs.
  • Implement strategies for talent retention and development, including onboarding, performance appraisals, career management, and succession planning.

 

HR Strategy and Organizational Development

  • Design and implement the HR strategy aligned with the concession's objectives
  • Design and lead organizational development initiatives to optimize team performance and support business growth.
  • Manage change processes effectively, ensuring strong internal communication and employee engagement.

 

Compensation & Benefits

  • Design and manage Compensation & Benefits programs to ensure competitive and fair employee remuneration.

 


Employee Relations and Social Climate Management

  • Manage employee and labor relations, ensuring constructive dialogue with unions and compliance with Brazilian labor laws.

 

Administrative and Legal HR Management

  • Ensure compliance with local labor laws and VINCI Highways’ HR standards.
  • Oversee payroll, benefits administration, and legal employment obligations.

 

Company Culture and Corporate Social Responsibility (CSR)

  • Promote VINCI Highways’ culture within the concession.
  • Develop initiatives around diversity, inclusion, and social responsibility.

Profil

  • Master’s degree in Human Resources, Labor Law, Organizational Psychology, or related field.
  • Minimum of 10 years of HR experience, with significant experience as an HR Manager, ideally in infrastructure, energy, construction or concession sectors.
  • Strong knowledge of local HR practices and Brazilian labor laws.
  • Proven experience in mass recruitment, employee relations and union negotiations.
  • Strong leadership, excellent communication, and interpersonal skills.
  • Ability to make strategic decisions.
  • Analytical mindset with a focus on results.
  • Fluent in Portuguese and English (both written and spoken) is mandatory.
