HEB Construction, part of VINCI Construction is seeking an experienced Project Controls Manager to lead programme strategy and project controls on a major, complex infrastructure project based in Picton.

About the Role
This role sits at the centre of project success—leading programme development, controls strategy, and performance across the full project lifecycle.
You will drive robust planning frameworks, mentor planning resources, and partner closely with delivery, commercial, and client teams to ensure predictable, high-quality outcomes.
What You’ll Be Responsible For
- Lead development of integrated project programmes (Primavera P6 / equivalent)
- Oversee cost-loaded programmes, forecasting, and cashflow alignment
- Provide strategic programme input across bid, ECI and delivery phases
- Lead risk modelling, scenario analysis, and performance reporting
- Establish and govern project controls systems and reporting frameworks
- Partner with senior leaders, clients, and JV partners on delivery strategy
- Mentor and guide planners and project controls engineers
Profile
What You’ll Bring
- Strong experience in project controls / planning leadership on major infrastructure projects
- Advanced capability in Primavera P6 (or similar) and integrated controls systems
- Advanced capability in Kairos (cost to complete) and Connect - VINCI cost control programmes
- Deep understanding of construction sequencing and delivery methodologies
- Experience across tendering, ECI, and delivery phases
- Commercial awareness and ability to link programme, cost, and risk
- Excellent stakeholder management and leadership capability
