Description of the assignment

 

The Construction Manager is a senior role actively providing construction leadership and management on large projects within National Projects. The role will include management of all aspects of construction including delivery of a high-quality product, on programme and within budget. The role will provide leadership to health and safety, environmental and social outcomes of the project. This role will also provide a significant role in the winning of profitable work for HEB within the Precontract environment during the tender and negotiation phases of projects.

 

The Construction Manager is involved in a significant infrastructure initiative aimed at improving road safety, resilience, and economic growth in the Northland region of New Zealand. It involves the construction of a 100km stretch of four-lane, mainly grade-separated expressway connecting Auckland to Whangārei. This project is expected to enhance connectivity and support the region's development.

 

The role requires expertise in Design Build Projects to effectively manage and deliver the project. This includes understanding the complexities of DB contracts, managing relationships with private sector partners, and ensuring compliance with contractual obligations. The Construction Manager will play a crucial role in coordinating with stakeholders,and ensuring the successful execution of the project. 

Zero Harm

  • Lead a culture focused on zero harm to people throughout the project.
  • Implement the project Health and Safety and Wellness Management System.
  • Ensure compliance with HEB systems, policies, and legislative requirements.
  • Set the standard for Health Safety and Wellness delivery.
  • Ensure competence and skills across the construction team.

Precontract/Winning Work

  • Involve in tender development and negotiation phases.
  • Develop strategies to win and identify construction constraints.
  • Manage bid processes, including budget control and programme management.
  • Develop tender price, coordinate legal reviews, and assess risk registers.
  • Engage with Winning Work and tender teams for continuous improvement.

Construction Delivery

  • Understand contract requirements and manage construction delivery.
  • Provide constructability feedback to designers.
  • Deliver construction works within budget and manage risks.
  • Develop and monitor construction programmes.
  • Implement contract management processes.

Construction Team Management

  • Identify resource requirements and plan effectively.
  • Work with Operations and HR to resource projects.
  • Develop and manage the construction team.
  • Foster a culture of exceeding delivery expectations.
  • Manage team performance and development.

Relationship Management

  • Build and maintain relationships with clients and partners.
  • Seek client feedback and improve service offerings.

 

Profile

  • Extensive Experience: Minimum of 15 years of experience in large-scale infrastructure projects, including JV with at least 10 years in a senior management role.
  • Project experience: Extensive experience in all phases of projects estimating of major road projects.
  • Industries and Asphalt : Experience in direct management of all industrial operations: quarries, emulsion mixing plant, hot mix asphalt plants .
  • Pavement Design : Experience in investigating and marketing pavement alternatives requiring good knowledge of advanced technologies in pavement.
  • International Experience: Experience in managing projects in multiple English-speaking countries, particularly in regions with challenging regulatory environments.
  • Multilingual Abilities: Fluency in multiple languages, including English and French, to manage diverse teams and stakeholders.
  • Detailed Knowledge of PPP: In-depth knowledge and experience with Public-Private Partnerships (PPP), including the ability to navigate complex contractual and financial arrangements is a strong asset.
  • Specialized Certifications: Certifications such as PMP (Project Management Professional), CCM (Certified Construction Manager), and LEED AP (Leadership in Energy and Environmental Design Accredited Professional) is an asset.
  • Innovative Problem-Solving: Proven track record of innovative problem-solving and the ability to implement cutting-edge construction techniques.
  • Leadership in Crisis Management: Experience in leading teams through crisis situations, such as natural disasters or major project setbacks.
