Description of the assignment

BA Blacktop Ltd. is is currently seeking a team-oriented, self-motivated, and dedicated individual to join our safety team as a Health & Safety Manager.

The Health & Safety Manager assists in the implementation of the BA Blacktop Health and Safety Programs.

Key Tasks and Accountability

  • Oversee implementation, maintenance, and continual improvement of the Corporate Safety Management Systems.
  • Ensure OSH Program complies with current OSH legislation, regulations and industry codes of practice.
  • Interview, hire, and manage H&S department representatives.
  • Review or develop site-specific safety plans, orientations, safe work practices, and procedures.
  • Oversee the administration of the Injury Management Program for injured workers with medical restrictions.
  • Review or conduct accident/incident investigations.
  • Review or conduct site-specific inspections.
  • Review or conduct site-specific audits.
  • Oversee the distribution and/or development of the Weekly Safety Meeting Topics, Near Miss Reviews, Safety Flashes, and Red Alerts.
  • Review or conduct new worker and site-specific orientations.
  • Oversee the administration of the New Hire Program (Scheduling / conducting orientations, training).
  • Oversee the scheduling, organization, and implementation of health & safety training, including VINCI Safety Week, Annual Training Day(s) or other applicable initiatives.
  • Schedule and oversee the Company’s monthly Joint Health, Safety, Environmental Committee meetings.
  • Oversee the safety equipment inventory and order / approve the purchase of necessary safety supplies and equipment.
  • Review or conduct annual COR (Certificate of Recognition) internal safety audits.
  • Maintain annual prequalification. (i.e., ISNetworld, Complyworks, YVR…).
  • Maintain and report on monthly, quarterly, and annual safety statistics, trends, and opportunities for improvement.
  • Liaise with various internal company personnel. (BA Blacktop – President, Vice-President, Managers, Superintendents, Foremen, and Workers; VINCI Construction).
  • Liaise with VINCI Construction Zone H&S representatives.
  • Liaise with various external company personnel and groups. (WorkSafeBC, BCCSA, Contractors).
  • Maintain a high level of safety and liability awareness at all times, in addition to upholding a strong knowledge of WorkSafeBC Regulations, Canada Labour Code, National Safety Code, and National Fire Protection Association (NFPA).
  • Ensures that purchases made are cost-effective, without compromising the quality standards of the company.
  • Provide leadership with reports on Recordable Incident Frequency Rate, Lost Time Incident Frequency Rate, Lost Time Incident Severity Rate, WorkSafeBC ERA Rates / Annual Claims Cost Summaries and accidents.
  • Oversee the implementation of the ISO45011:2018 management system including system development, internal/external audits, system reviews and driving continual improvement.
  • Oversee the Vinci innovation platform and Innovation Days.

Profile

Essential Qualifications

  • Construction Safety Officer (CSO).
  • COR (Certificate of Recognition) Internal Auditor.
  • Five years of experience in implementing Health & Safety programs in the construction industry or relevant field.
  • Excellent computer skills and familiarity with Microsoft Office Suite.
  • Excellent interpersonal, negotiating, and facilitator skills.
  • High level of physical fitness and ability to work well under pressure.
  • Excellent leadership and communication skills.
  • Excellent oral presentation skills.
  • Driving Licence (required)


Desirable Qualifications

  • ISO Lead Auditor.
  • Canadian Registered Safety Professional (CRSP).
  • Construction Safety Coordinator (CSC).
  • Certified Health and Safety Consultant (CHSC) - CSSE.
  • Risk Management Professional (RMP).
  • National Construction Safety Officer (NCSO).
  • Occupational First aid Certificate.
  • Respirator Fit Tester Certificate.
  • Confined Space Entry & Rescue Certificate.
  • Fall Protection Certificate.
